WORKSHOP SESSION A:
Thursday, January 22, 2015 • 6:30 p.m. – 8:30 p.m.

Applying a Break-Even Analysis to Determine the Financial Feasibility of a New, Existing or Expanding On-Site Employee Health Clinic

More employers are establishing new or expanding on-site health clinics to achieve better employee health, on-the-job productivity, and corporate cost-management outcomes. Naturally, they want to know if, and when, their on-site clinic operations will “break-even.”

This workshop will highlight a step-by-step process on how to design and apply a customized Break-Even Analysis (BEA) framework within a new, existing, or expanding on-site clinic operation. Using data from real on-site clinic case studies, the workshop facilitator will guide attendees in (1) identifying and appraising tangible cost items, (2) selecting and appraising a tangible benefit, (3) integrating cost and benefit values into a simple BEA framework, (4) determining a reasonable timeframe to track costs and benefits, and (5) calculating a “break-even point” when clinic-driven benefits equal clinic operating costs.

The workshop will conclude with an overview of how you can use employee demographic, health status, and health care utilization variables to develop your own “Clinic Break-even Estimator.” Key workshop takeaways include:
• Distinguishing between a BEA vs. a cost-benefit analysis and ROI
Recognizing the strategic value of how a BEA can enhance budgeting and operational decisions
Identifying tangible cost [expense] items
Establishing tangible outcome “benefits” within a BEA calculation
Acquiring a fundamental understanding of how to design a basic BEA framework around your particular on-site clinic operation

About the Workshop Leader:
David Chenoweth, PhD, FAWHP is President of Chenoweth & Associates, Inc., an international health and productivity data analysis and econometrics firm. For the past 35 years, he has conducted econometric evaluations of on-site employee health clinics in various business, industrial, and healthcare organizations. He has developed corporate health risk assessment and evaluation tools for organizations in Europe, Scandinavia, and the United States. Some of his work has been published in the Journal of Occupational & Environmental Medicine and the American Journal of Occupational Health Nursing.

David has written nine books on topics ranging from health care cost management strategies for employers to evaluating worksite health promotion programs and served several years as a monthly columnist for the trade publication, Occupational Health & Safety. He is a fellow of the Institute for Emerging Issues at North Carolina State University and the International Association for Worksite Health Promotion, and professor emeritus at East Carolina University.

WORKSHOP SESSION B:
Friday, January 23, 2015 • 1:00 p.m. – 3:00 p.m.

Extracting Value from Onsite Health Clinics: Examining ROI and Effective Clinic Design Models

This workshop will review recently released data and project experience on the prevalence of employers that offer onsite health clinics, the ROI that they are reporting, what savings sources are included in the ROI calculation, and the findings from ROI measurements on behalf of major employer clients using best science methodologies Ultimately successful clinics are ones that help their sponsors achieve identified goals and objectives, which may or may not include reaching an expected ROI threshold. The two workshop leaders will present in a point counter-point format, the varying goals sought by a range of clients in implementing onsite health centers and the clinic design models best suited to meet these goals.

Drs. Khoury and Hochstadt will also describe value-enhancing services that onsite clinics are increasingly offering such as telemediated consultations (telehealth), transparency tools, referrals to narrow physician networks and external health management programs, and site-based health and disease management. The workshop will conclude with examples of employer clinics optimizing value and how these models themselves are evolving.

About the Workshop Leaders:
Allan Khoury, MD, PhD is Senior Health Management Consultant at Towers Watson. His consulting practice includes the creation of worksite health centers, telemedicine, health care delivery, population health improvement, and the return on investment for clinical interventions.

Dr. Khoury was the Chief Medical Officer of Take Care Health Systems, a component of Walgreens Health and Wellness division, from 2008 to 2010. Take Care Health Systems delivered care at 360 worksite medical centers, and at 400 convenient care clinics within Walgreens drug stores. Prior to Walgreens, Dr. Khoury was the Chief Medical Officer of Whole Health Management, Inc., a provider of worksite health services.

Dr. Khoury spent much of his career with Kaiser Permanente. He was the Associate Medical Director for Medical Information and Clinical Innovation at Kaiser Permanente of Ohio. He created the division of Population Care Management, Prevention and Research to oversee disease management, prevention, health education and clinical research. He was instrumental in the development of an electronic medical records system, which won the “Davies Award of Excellence” from the Computer Based Patient Record Institute.

Bruce Hochstadt, MD, MBA is Senior Consultant & National Onsite Health Leader at Towers Watson, managing the firm’s consulting services addressing employer-sponsored worksite (on-site/near-site) health centers. Prior to joining Towers Watson, Dr. Hochstadt was a Partner at Mercer, where he established an active practice advising clients on worksite health facilities and also served as its National On-Site Health Practice Leader from 2008 to 2013. He has consulted on over 150 clinic projects for more than 100 public and private-sector employer clients ranging from 500 to over 500,000 covered lives.

Dr. Hochstadt has helped to develop analytics for modeling potential worksite clinic utilization, savings and clinical outcomes improvement. He has applied objective metrics to the ongoing measurement and evaluation of on-site clinics financially and clinically, as well as subjective ones to gauge employee perceptions, adoptions rates and satisfaction levels. His consulting efforts have broadly spanned employer-sponsored health management program (as well as onsite clinic) strategy and design, feasibility and business case modeling, RFP issuance and procurement, implementation support, audits and assessments, including ROI measurement.
